DCE has responded to the Government’s Planning for the Future white paper.
The Planning White Paper offers a once in a generation opportunity to put the right planning policy in place to help Devon and England reach net-zero carbon.
This opportunity must be grasped tightly and implemented with long-term ambition to create places that respond to communities’ needs whilst restoring the environment. We support reform of the planning system as we realise that its current manifestation is not able to influence new development strongly or quickly enough to respond to the climate emergency.
Our response outlines seven issues for carbon mitigation that our work on the emerging Devon Carbon Plan has identified for planning to respond to and how they link to the proposals in the white paper. It then covers climate adaptation issues within the planning system and offers some observations on the new proposals for environmental assessment.
